A FRAMEWORK TO EMBED INSTITUTIONAL CAPACITY AT AN EARLY CHILDHOOD DEVELOPMENT CENTRE

Abstract


Significant progress has been made in the South-African early childhood and Grade R spheres. However, South-Africa has a long way to go to meet the needs of majority of its children. Institutional capacity refers to the administrative and managerial aspects of an Early Childhood Development (ECD) centre. Failure to build this capacity impacts the quality of services delivered to the most vulnerable children in our society. The purpose of this article is to provide a systematic review on existing approaches/frameworks for developing institutional capacity within an ECD environment. As a second contribution, we extract knowledge from existing approaches/frameworks that could be used as a baseline for an institutional capacity development approach (ICDA) for early childhood development for a South African context. The ICDA should be be useful to South-African ECD centre owners, if they intend to improve institutional capacity, resulting in dramatic improvement in quality of services delivered.
