Abstract


Healthcare supply chain management is of paramount importance when it comes to the provision of timely and quality health services. However, the prevalence of drug stock outs in healthcare institutions across South Africa ascertains that there is need for more concrete proactive support frameworks and tools.

This paper outlines the conceptualisation of a drug stock visibility support tool that utilises Demand Driven Supply Chain Management (DDSCM) principles. DDSCM transforms the direction of information flow through the supply chain (SC) and enables administrators to accurately manage and see what is happening at each node in the supply chain. The design process is based on a conceptual framework that integrates DDSCM concepts informed by the Technology Life Cycle approach in combination with Frazelle’s Logistics Scoreboard framework. This tool is aimed at informing the Private healthcare sector and integrates aspects of standardised logistics management indicators outlined for the Public healthcare sector. The proposed tool is intended as a step towards promoting collaboration for the implementation of DDSCM between Private and Public healthcare supply chain actors in South Africa.
